A novel for younger readers. In the near future, many areas of the United States are stricken by drought. Atomic-powered tugboats tow six thousand million ton icebergs from the Antarctic to provide fresh water for these areas.

Todd Wells flies out to join his father, who is Captain of one of the tugs. When a violent storm threatens to tear loose one of the icebergs, Todd becomes involved in a struggle to save the water, and the lives of the people on the tug.
